The Problem

Animals in this country are protected by law. But laws only protect animals if they are actually enforced. Every day, breaches of animal welfare and animal protection legislation go uninvestigated, unprosecuted, or result in penalties so weak they fail to deter future offending. Animals continue to suffer as a consequence.

This is not a problem of inadequate legislation alone; it is a problem of enforcement. The government has a legal and moral duty to ensure that the laws Parliament has passed for the protection of animals are upheld. That duty is not being met.

About This Petition

This petition is brought by Lawyers for Animals (Registered Charity No. 1215659), a community of lawyers dedicated to enforcing laws for the protection of animals. Our charitable purpose is to advance public education in animal protection law, to relieve the suffering of animals by promoting the legal frameworks that protect them, and to promote legal compliance and facilitate the enforcement and interpretation of animal protection law. This petition directly serves those aims.

What We Are Calling For

We call upon the Government to:

  1. Properly resource and train enforcement agencies responsible for investigating and prosecuting animal welfare and animal protection offences, so that no complaint of cruelty or neglect goes without a meaningful response.

  2. Ensure consistent and robust enforcement of animal protection legislation across all sectors and regions, making clear that there is no discriminate enforcement based on industry or species.

  3. Ensure sentencing reflects the seriousness with which society regards the suffering of animals.

  4. Introduce clear accountability for enforcement bodies, including transparent reporting on how animal welfare complaints are received, investigated, and resolved.

  5. Commit to regular, published reviews of the effectiveness of animal protection enforcement, with findings used to drive ongoing improvement.

Animals cannot vote, cannot lobby, and cannot speak for themselves. The law exists to speak for them, but only if it is enforced. We, the undersigned, call on the Government to take its responsibilities to animals seriously, and to ensure that animal protection legislation is not merely written but acted upon.
